How much does TeleBlock® cost?
Most TeleBlock® Distributors charge on a transactional (or per call) basis. The cost of TeleBlock® is determined by the TeleBlock® Distributors and will vary by distributor. That being said, most TeleBlock® Distributors charge under a half a penny per call with volume discounts available for high volume users. CCI does not charge for any of the services it provides. There are no set-up fees, monthly administration fees, a per user or station fees, licensing fees or any other fees charged by CCI to the subscriber.
Our firm does outbound telephone solicitation, but are we really a candidate for your TeleBlock® Do-Not-Call Service?
Yes. The beauty of TeleBlock®, as it relates to end-user telemarketer subscribers, is that it functions the same for a Fortune 100 client as it would for a small office home office (SOHO) client. Basically, an ideal TeleBlock® user is any company that engages in outbound telemarketing for the purpose of selling goods and services, gathering opinion research or for soliciting charitable contributions.
Does an end-user require any additional hardware or software?
No. Only a PC with Internet access is required for the customization and ongoing administration of one’s DNC database.
Can our firm screen outbound calls enterprise-wide against the same DNC database?
Yes. TeleBlock®’s revolutionary network-based approach to the DNC dilemma empowers our subscribers to meet the required levels of outbound compliance necessary to survive in today’s hyper-regulated calling environment, while upholding a consumer’s right to privacy. Our subscribers dial with confidence knowing that they have the power to dictate outbound Do-Not-Call compliance enterprise-wide, whether satellite office or outsourced call center, by screening all calls against the same web-based, customer specific, centrally administered, secure DNC database hosted on the private pages of Call Compliance’s website and managed by the subscriber on their own behalf.
Does the TeleBlock® system screen and block outbound calls originating from predictive dialers and other computer generated calling solutions?
Yes. TeleBlock® integrates with predictive dialers and other computer generated calling solutions, such as CRM, in multiple ways. Foremost, our standard TeleBlock® offering screens all calls originating from subscribed telephone lines and trunk groups and is unaffected by calling equipment type, model or manufacturer. In fact, TeleBlock® seamlessly integrates with most predictive dialers via its use of DNC specific Special Information Tones (SIT), or tritones, embedded in our "restricted number" recordings, which allows for identifiable disposition of blocked numbers. Furthermore, select, licensed predictive dialer companies and CRM solution providers offer TeleBlock® as an optional feature directly through their dialing software. In this scenario, VoIP TeleBlock®, the dialing software queries the TeleBlock® application via a secure VPN connection and either allows calls to be dialed or blocks calls from being dialed accordingly.
Does the TeleBlock® system block international numbers?
Yes. TeleBlock® is designed to block international numbers. It should be noted that the international community is become increasingly strict in its enforcement of Do-Not-Call rules, and is expected to continue following the United States’ lead in this area in terms of regulation and enforcement.
Does your TeleBlock® system have any reporting capabilities?
Yes. There are many unique and distinctive TeleBlock® features and functionality, including reports. Our system's extensive reporting capabilities empower our subscribers to even more effortlessly and more effectively manage and track their DNC data. A standard TeleBlock® feature, reports allow the subscriber to generate, view and download customized calling data via their proprietary web portal. Their call data is archived on-line for the previous three (3) months and can be printed or saved locally as necessary. The reports themselves are dictated by the TeleBlock® subscriber and are based upon an assortment of criteria such as calling campaign, the originating telephone line or trunk group, location and the start and end date and time. Reporting options: 1) "General Reports and Graphs" - Features general calling statistics such as total calls attempted, total calls allowed, total calls blocked and percentage (%) blocked and accompanying pie charts and 2) "Call Detail Reports" - Features the actual time and date stamped call by call (CDR) data by such criteria as originating number, called number, whether call allowed and blocked and, if blocked, "Why?" and calling campaign. 3) "Call Summary Reports" - Features call summary data itemized down to line/trunk and location level. It is a basically a snapshot of a subscriber's TeleBlock® usage enterprise-wide for the specified time period. 4) "Record Search" - Features the ability to search a wide date range for a number dialed and easily respond to an audit.
My company has a substantial in-house Do-Not-Call list. How does the TeleBlock® system handle a subscriber’s existing ‘disallow’ list?
The TeleBlock® system allows the subscriber to maintain their own proprietary, in-house Do-Not-Call database, which is updated by the subscriber on their own behalf as frequently as necessary via a secure, customer specific web GUI interface hosted by Call Compliance. Outbound calls to numbers on the subscriber's in-house or 'disallow' lists are blocked as are numbers on selected federal, state and wireless DNC registries. 'Disallow' records can be entered manually or can be added via bulk upload functionality found on web GUI. This data can also be downloaded locally onto the one's own network in any format and both archived and manipulated by the many available data fields as necessary.
How can my organization reach our existing clients that may have signed up for any federal, state +/or wireless registry ? Once subscribed to TeleBlock®, will we still be able to contact those individuals?
The TeleBlock® system allows the subscriber to maintain their own proprietary ‘allow’ or override database, which is updated by the subscriber on their own behalf as frequently as necessary via a secure, customer specific web GUI interface hosted by Call Compliance. Numbers on the subscriber’s ‘allow’ list can be called until those numbers have been removed from the override table by the subscriber. ‘Allow’ records can be entered manually or can be added via bulk upload functionality found on web GUI. This data can also be downloaded locally onto the one’s own network in any format and both archived and manipulated by the many available data fields as necessary.
How does your system handle the FCC's prohibition on the initiation of telephone calls to cellular, pager and mobile numbers using any "automatic telephone dialing system", especially in wake of wireless number portability?
As part of the Telephone Consumer Protection Act of 1991 (TCPA), the Federal Communications Commission (FCC) prohibits the initiation of any telephone calls to cellular, pager or mobile telephone numbers utilizing any "automatic telephone dialing system" (dialer), whether live operator or artificial or prerecorded voices. Further complicating the identification of a number's service type, on November 24, 2003, the FCC officially introduced wireless number portability ("WLNP"), in which a wireline service number could be ported to wireless service number, and vice versa. In response to WLNP, and the potential for a $11,000 fine per infraction, Call Compliance has implemented TeleBlock® functionality that updates the WLNP data daily, as provided by wireless list administrator, NeuStar, Inc., and automatically screens and blocks calls to wireless numbers that originate from dialer subscribers. CCI and our TeleBlock® technology is the first and only service available in the marketplace that allows end-users to screen and block their calls in real-time against WLNP data, in addition to available federal, state, third party and in-house DNC lists.
Does your TeleBlock® system support calling on behalf of multiple sellers or multiple unique calling campaigns by screening calls against the appropriate DNC database?
Yes. Campaign List ManagerSM (CLM) is a standard TeleBlock® list management feature designed for teleservices companies that call on the behalf of multiple internal divisions or sellers and require screening and blocking against multiple DNC lists as a result. The CLM feature, managed by the subscriber via the web GUI interface, allows the DNC administrator to toggle between seller specific DNC lists on a telephone line or trunk group level based upon campaign running at any given time. In a VoIP TeleBlock® environment, offered directly through select predictive dialer companies and CRM solution providers, the TeleBlock® feature is enabled or flagged on a campaign by campaign basis within the dialing software itself. Note that each campaign has its own federal, state and wireless lists to select and deselect, as well as its own 'allow' and 'disallow' list, which the subscriber controls on their own behalf via the web GUI interface.
Does your TeleBlock® system help subscribers comply with Caller ID and Caller Name mandates?
TeleBlock®'s DialerID® service allows subscribers to change the displayed Caller ID Number, by campaign, right from the subscriber's web GUI interface by manipulating the SS7 message that the serving Central Office switches transmit. Enhanced DialerID® goes even further by allowing subscribers to manage the Name associated with the Caller ID Number that their telephone systems and automated dialing systems transmit to their target consumers ensuring the proper Name Display and maintaining compliance with the various Do-Not-Call rules.
What proof does an end-user have that they are utilizing the TeleBlock® system?
In addition to the unprecedented level of Do-Not-Call compliance experienced by our TeleBlock® subscribers, Call Compliance offers all of the tools necessary to show the governing bodies of one’s industry that they are fully compliant. Each TeleBlock® subscriber receives a framed ‘Certificate of Compliance’ to display at their facility, a ‘Welcome Letter’ stating they are utilizing our service, a product description detailing TeleBlock® and how it works equipped with an activation date and a certificate number, a ‘TeleBlock® Certified’ compliance seal to post on their website and the availability of our management staff and in-house counsel if confirmation of the user’s level of compliance required by auditor(s). TeleBlock® is the only logical solution for companies that must comply with the abundance of DNC and other telemarketing guidelines.
How often are the federal, state and wireless lists updated?
All state and federal Do-Not-Call legislation, including Canada, is meticulously tracked by CCI's regulatory staff from introduction to list availability and eventual circulation. Once available, DNC registries are secured and loaded on the TeleBlock® platforms for any subscriber that properly registers and purchases the applicable registries, and can show proof of registration. Federal, state and wireless DNC registries are received in a variety of different formats, including website downloads, e-mail file attachments and CD and, with the exception of two states that update their list monthly, update quarterly. On a federal level, the national DNC registry is updated accordingly to the "at least once every 31 days" mandate that went into effect on 1/1/05. In Canada, the Canada Do-Not-Call List (DNCL) is updated according to “the version of the National DNCL that you are using must not be older than 31 days” mandate enforced by the Canadian Radio-Television and Telecommunications Commission (CRTC). The wireless database is updated daily, as made available by list administrator, Neustar, Inc.. Regardless, in all circumstances, DNC lists are uploaded as they become available and the integrity of the TeleBlock® database is not compromised.
How many records are presently subscribed to the available DNC lists?

To date, in the United States, 43 states have enacted some form of DNC legislation. Of the 43 states, 13 have "live" state run DNC programs up and running after Minnesota, effective 7/09/08, opted for the FTC National DNC Registry in 2008. Available state registries, collectively, are fast approaching 50 million numbers. Federal registry enrollment is now over 165 million numbers. In Canada, the National DNCL first available to the public on 9/30/08 and, ultimately, millions of consumers expected to register their home phone, cellular or fax numbers.

Who governs Do-Not-Call programs and manage the associated DNC registries?
It varies from state to state, as well as federally. Some states utilize their own government agency such as the Office of the Attorney General, Public Service Commission and Consumer Protection Board to oversee the state DNC program while others contract with third party vendors. On a federal level, the Federal Trade Commission (FTC) and Federal Communication Commission (FCC) oversee their own DNC rules and regulations and can enforce penalties for non-compliance as deemed necessary. As for list administration federally, the FTC utilizes a third party vendor as the national DNC registry's list administrator, and the FCC utilizes Neustar, Inc. as the wireless database list administrator. In Canada, the CRTC will investigate complaints and can penalize telemarketers found to be in violation of their Unsolicited Telecommunications Rules, including the National DNCL.
Do I have to register for and purchase federal and state DNC registries directly?
TeleBlock® is a mechanism to automatically screen and block outbound calls across the subscriber’s enterprise in real-time. It is the sole responsibility of the subscriber to observe all applicable federal and state telemarketing guidelines and requirements (i.e. DNC list registration and purchase, bonding, written DNC policy, Caller ID, predictive dialer abandonment rates, disclosures, fulfillment, existing business relationship interval, etc.).
What are the ramifications of non-compliance?
Failure to fully comply with the complex and ever-changing federal and state DNC rules is no longer an option for companies engaging in outbound telephone solicitation. The ramifications of non-compliance have grown increasingly strict. Enforcement agencies at the state level now routinely levy fines against companies for DNC violations. Depending on the state, penalties can reach $25,000 per infraction. The federal rules in the United States (promulgated by both the FTC and the FCC) pose even more serious challenges, with fines ranging up to $11,000 per violation, and vigorous enforcement a certainty. Consumers continue to have the authority to bring a civil action against the violating party and potentially recover civil penalties inclusive of court costs, attorney fees and monetary fines. In Canada, CRTC can levy penalties of up to $1,500 for an individual and up to $15,000 for a corporation, for each violation. Over and above these fines, any entity violating these rules faces substantial negative repercussions from a public relations viewpoint, as the agencies that enforce these laws promulgate press releases, which include the names of the entities fined, and the fine amount. Generally speaking, the consequences of non-compliance are more severe than ever.
Have fines really been levied?
Enforcement agencies take DNC violations very seriously. Substantial fines are routinely being levied against companies not in compliance.
Does TeleBlock® meet industry Do-Not-Call standards?
Yes. TeleBlock® meets, and exceeds, industry recognized Do-Not-Call standards. According to The American Teleservices Association's (ATA) Self Regulatory Organization (SRO) Do-Not-Call Standards, member companies must ".(maintain) 'Failsafe' DNC Compliance...employ Blocking technology across all telephone lines from which Outbound calls are made..."
