Chairman: Dean R. Garfinkel

Mr. Garfinkel is co-founder of Call Compliance, Inc.  Mr. Garfinkel has over 25 years experience in the telecommunications field, and oversees all of Call Compliance's technical operations.  Mr. Garfinkel, in addition to his corporate duties, develops and manages all of Call Compliance's strategic business relationships.  Mr. Garfinkel is recognized across the teleservices industry as the leading expert on telecommunications and emerging Do Not Call and related compliance technologies, and has been quoted in such diverse publications as USA Today, Newsday and the Chicago Tribune, as well as many industry trade magazines.  He is also responsible for Call Compliance's product development and deployment efforts.  Mr. Garfinkel is active in numerous industry trade organizations, including the American Teleservices Association, the Direct Marketing Association, and the American Resort Development Association, and is currently serving as one of the Board of Directors of the American Teleservices Association.

Chief Financial Officer: Barry M. Brookstein

Barry M. Brookstein is a graduate of Pace University, and has over 40 years of experience in public accounting.  As Chief Financial Officer, his duties include the management of all financial activities, including, but not limited to, budgeting, short and long term planning and directing financial operations. 

Vice President, Operations: Stefan E. Dunigan


Stefan Dunigan, a graduate of SUNY Stony Brook, oversees the daily operations at Call Compliance. Mr. Dunigan's principal responsibilities include the management of the CCI staff and the development and implementation of the systems necessary to successfully launch and administer Call Compliance's wide array of compliance services and solutions. Additionally, Stefan Dunigan is proactively involved in product enhancement and both end-user and telephone carrier support, among other duties.  Mr. Dunigan brings over 12 years of hands-on experience with all facets of the public telecommunication network, and is considered an expert in broadband delivery and design.

Controller: Cecilia M. Carfora, CPA

Mrs. Carfora has been the Controller of the Company and its subsidiaries since 2002.  Mrs. Carfora is a certified public accountant with an MBA from Pace University.  Mrs. Carfora has over 25 years of experience in both public and private accounting.

Vice President, Sales: Bernie Goulet

 

Bernie Goulet is the Vice President of Sales for Call Compliance Inc. Bernie began his career in financial markets 20 years ago on the Chicago Board Options Exchange (CBOE) and soon found a niche in the fast-paced, publicly traded markets business. He went on to manage trading operations on three major exchange floors (Pacific Stock Exchange: Los Angeles, San Francisco and the Boston Stock Exchange). In 1994, he joined George K. Baum in Kansas City and was instrumental in arranging road shows for IPO's and Secondary Public Offerings. In the sensitive environment of IPO business, SEC rules are a top priority and it was here that he began to take a particular interest in messaging compliance. In 2003, Bernie became the National Manager of Regulatory Affairs at FrontBridge Technologies, a company later purchased by Microsoft.

During his tenure with first FrontBridge and next Microsoft, he studied the many laws and addendums pertaining to the following: SEC 17a-4, NASD 3010, The Bank Act, GBLA, SOX, and HIPAA, to name a few. Bernie now is a go-to guy on questions regarding these regulatory issues, as well as speaking on Call Compliance's behalf at conferences and seminars pertaining to compliance and the National "Do Not Call" Registry. He is also available to support Call Compliance partners involved in complex sales requiring expert regulatory advice.
